ICCS 2027 – Germany

In 2027, the ICCS study will be conducted throughout Germany for the first time. This is based on a decision by the education ministers of all federal states in Germany together with the national minister of education. Two German federal states (North Rhine-Westphalia and Schleswig-Holstein) have already participated in the international comparative study in the past.

The national study centre for Germany is located at the Institute for Political Science at the University of Münster and works in close cooperation with the Educational Research and Schooling department at the University of Duisburg-Essen.

ICCS 2027 – International

In addition to Germany, other countries from Europe, Asia and America are participating in ICCS 2027. In all 28 participating countries, Grade 8 students, their teachers and school principals will be surveyed. As part of the study, schools in each of the participating countries will be selected using a scientifically based, stratified random sampling procedure so that the results provide a representative picture of all Grade 8 students in general schooling.

In addition, ICCS 2027 will include a module for Grade 11 students in a some countries for the first time. Germany will not be participating in the Grade 11 module in 2027.

The broad participation enables international comparisons and analysis on how civic and citizenship education is shaped by different cultural, political, social and school contexts.
