The 13th International OOF-TAS Collective Symposium took place online on 16 and 17 August 2026. Researchers from Australia, Brazil, Indonesia and other countries explored issues relating to out-of-field teaching (OOF) and teaching across specialisations (TAS) from various theoretical and empirical perspectives.
Till Schröter Draband contributed to the symposium with a presentation entitled ‘It’s (not) the teaching qualification, stupid! The role of the state teaching qualification for teaching civic and citizenship education in North Rhine-Westphalia”. In it, together with Merve Uyar and Sophia Jendrzejewski, he examines the role of the state teaching qualification for teachers who teach civic and citizenship education in North Rhine-Westphalia.
The context is that civic and citizenship education is often taught by teachers who do not the formal qualification to teach the subject. This is a cause of concern for some observers who doubt the quality of CCE. Using data from ICCS 2022, the presentation explores two key questions: Does the lack of a teaching qualification correlate with fewer opportunities to learn about political contents? Do students of teachers without qualification have less civic knowledge?
After the 20-minute presentation, questions were raised and the paper was discussed. It became clear that more research is needed on out-of-field teaching of civic and citizenship education and that OOF is a relevant issue in many countries that warrants further investigation.
